In 1977, appellant, Yvonne Martinez filed a complaint with the Montana Human Rights Commission (Commission), charging the respondent, Yellowstone County Welfare Department (Department), with racial discrimination. The charge stemmed from the Department's rejection of Martinez' applications for several job vacancies. Following an investigation, the Commission conducted a hearing.
