Plaintiff, a former United States Air Force Academy (Academy) cadet, brought this action under the Federal Tort Claims Act (FTCA), 28 U.S.C. § 2671 et seq., for injuries caused by medical malpractice which occurred while plaintiff was enrolled at the Academy.
