The city of Little Rock, Arkansas, formed the Metrocentre Improvement District No. 1 (District) which is a Central Business Improvement District for downtown Little Rock. The Federal Reserve Bank of St. Louis (Bank) holds title to lots 1-10 of Block 94 in Little Rock, all of which are located within the Improvement District. The District assessed the Bank an annual fee of $12,854 payable from 1977...
