The question before the court is whether employees who work for self-insured employers and who successfully appeal from the Board of Industrial Insurance Appeals to superior court are entitled to attorney and witness fees. The opinions of Division One and Division Two of the Court of Appeals are in conflict on this issue. Johnson v. Tradewell Stores, Inc., 24 Wn.App. 53
