This appeal is from a decision of the Superior Court, upholding an order of the Shorelines Hearings Board (SHB).

The Department of Natural Resources (DNR) applied to San Juan County for a substantial development permit, pursuant to the Shoreline Management Act of 1971, RCW 90.58. The proposed development consists of two mooring buoys, five campsites, a group fire ring, four picnic sites, two vault toilets...
