Jessie Walker, a longshoreman, died while at work unloading a vessel on August 20, 1971. His widow, Methel Walker,1 filed a workmen's compensation claim under the Longshoremen's and Harbor Workers' Compensation Act (LHWCA), 33 U.S.C. §§ 901-950 (1976 & Supp. III 1979).
