Joseph Arrigo and his wife brought these actions for the purpose of overturning decisions of two town boards which had the effect of permitting their neighbors, Raymond D. Mercer and his wife, to create a buildable lot which did not conform to the 200-foot frontage requirement of the rural-residential zone in which they all live.
