This case arises from the Public Service Commission's (PSC) denial of McCulloch Gas Transmission Company's (Transmission) application to pass on to its customers costs incurred in the purchase of "the rights to purchase prospectively 1.13 billion cubic feet (Bcf) of natural gas for the benefit of McCulloch's [Transmission] present and future Wyoming consumers." Transmission challenges the findings of the PSC...
