Plaintiff Marvin Seals brought this action challenging the constitutionality of the provision of the Illinois Liquor Control Act which authorizes local option elections. (See Ill. Rev. Stat. 1979, ch. 43, pars. 166-182.) Plaintiff's dramshop, located in the 21st precinct of the 6th ward of Chicago, was ordered closed by the Chicago Board of Election Commissioners....
