MEMORANDUM OPINION AND ORDER

SHADUR, District Judge.

This action stems from a political dispute between the Republican-affiliated party1 and the Democratic-affiliated party2 in the Lyons Township elections held April 7, 1981. This Court has already dealt with various of the issues in opinions dated March 30, April 3 and April 6, 1981, which state the facts of the case in some detail.
