Decedent, Michael L. Ellis, was killed while working on a stationary drilling platform in the Gulf of Mexico more than three miles off the coast of Louisiana. This action was brought by his surviving parents under the Outer Continental Shelf Lands Act, 43 U.S.C. § 1331 et seq. Asserted applicability also of diversity jurisdiction does not lie. Aymond v.
