On March 31, 1952, the City of Port Arthur and the Town of Griffing Park contracted whereby the former agreed to deliver and see water to the latter, and, by a separate agreement, also agreed to pump and treat the sewage of Griffing Park. Both contracts contain a set term of thirty (30) years, to expire on March 31, 1982.
