Appeal from an order of the circuit court approving the inclusion of certain lands in the Eureka Fire Protection District ("District"). We affirm.

In February, 1979, certain owners of real property located in Jefferson County, Missouri sought to have certain land, which included their own holdings, included in the District. This territory was located wholly within Jefferson County and was contiguous to the southern boundary of the District...
