This is an appeal from an order of the Ramsey County District Court declaring that both Article XIV of the collective bargaining agreement1 reached between the Department of Public Safety and the Minnesota Highway Patrol Officers Association and the rules of the Department of Personnel are constitutional as they apply to plaintiff Bolin.
