At bench trial, plaintiff Sea-Pac Co., Inc., was awarded judgment against defendant State of Washington in the sum of $15,369.25, which amount represented one-half of the "privilege fee" which it paid pursuant to RCW 75.32.030 in the years 1978 and 1979 for fish purchased from "treaty Indians."1 We reverse.
