Mary Kay C. Barnes has petitioned for review of the denial by the Department of Public Welfare (Department) of her July, 1979 application for a food stamp allotment for a three person household. That denial by the Department was grounded in Section 505.2(h)(4) of the Public Assistance Eligibility Manual,1 and upon the determination by the Department that petitioner and her two minor children...
