Plaintiffs brought this action to enjoin work stoppages at Woodbridge State School by employees represented by the American Federation of State, County and Municipal Employees (AFSCME). They also sought damages for two work stoppages, each a few hours long, that occurred in 1979 and no longer threaten the orderly operation of the school. A new period of employee unrest has just passed, however, during which AFSCME workers struck other state hospitals...
