Plaintiff Silas Golden, an inmate at Otisville Correctional Facility ("Otisville"), brought this pro se action pursuant to 42 U.S.C. § 1983, claiming a constitutional violation in the opening of his outgoing mail. The complaint seeks damages, declaratory relief and expungement from his disciplinary record of any reference to the misbehavior proceedings arising out of this incident.
