This appeal is concerned solely with an interpretation of a provision of the Illinois Municipal Code (Ill. Rev. Stat. 1979, ch. 24, par. 1-1-1 et seq.) which deals with disciplinary action taken against members of municipal fire departments (Ill. Rev. Stat. 1979, ch. 24, par. 10-2.1-17).
