MEMORANDUM DECISION

EDWARD C. REED, Jr., District Judge.

Bud and Olga Moon (the Moons) have brought this action against the United States under the Federal Tort Claims Act 28 U.S.C. §§ 1346(b), 2671, et seq. (FTCA), on account of the death of their son, Bradley Moon (Bradley). According to FTCA, tort liability is determined by the law of the state where the act or omission complained of occurred. 28 U.S.C. §§ 1346(b), 2674.
