Belesky brought suit against the City of Biloxi and Sullivan, Long & Hagerty, hereinafter S.L.H., in the Circuit Court of the Second Judicial District of Harrison County for damages to their residence allegedly caused by construction of a sewer line adjacent to their house and defective maintenance of a 30 inch storm drain.
