This case has a history going back to 1973 when the plaintiff trustee, owner of thirty-two acres of land in Woodbridge, applied to the defendant town plan and zoning commission of Woodbridge for approval of a plan to subdivide the thirty-two acres into eighteen building lots. On June 27, 1973, the commission disapproved the application.

The commission's ruling was appealed to the Court of Common Pleas...
