Plaintiff filed this action alleging he was terminated from his part-time employment as a staff psychiatrist by the Veterans Administration Hospital in San Juan, Puerto Rico contrary to that agency's regulation and in violation of the due process clause of the Fifth Amendment to the Constitution of the United States. He also sought reinstatement, backpay and the collection of a certain amount of money...
