The Cass County District Court, sitting as a three-judge panel, vacated an order of the Commissioner of the Department of Public Welfare (Department) finding that Melody Wittner had "good cause" for refusing to cooperate with the Cass County Welfare Department (County Agency) in establishing the paternity of her child. We granted Ms. Wittner's petition for review to this court. We agree with the district court that the County Agency had standing...
