Appellant brought this mandamus action to require the Village of Shoreview to issue it a special use permit. Although the district court concluded that the Village had properly denied appellant's application, our review of the village council's reasons for its refusal to issue the permit and the factual basis for these reasons requires us to conclude that the refusal to issue the permit was arbitrary and unreasonable.
