Warden ("Warden") has sued the Federal Bureau of Investigation ("FBI") and the Central Intelligence Agency ("CIA") under the Freedom of Information Act ("FOIA"), 5 U.S.C. §§ 552 et seq., to obtain vast congeries of documents.
