Dorothy Thomas applied for workmen's compensation benefits with the Industrial Board of Indiana (Board) alleging her back injury arose out of her employment at Globe Valve Corporation. Globe Valve moved to dismiss the application arguing the Board did not have jurisdiction because a dispute did not exist between Globe Valve and Thomas.
