Plaintiff is a sewage works corporation organized in 1966 pursuant to article 10 of the Transportation Corporations Law, and it provides sewer service to the residents of the Salem Hills subdivision, located in the Village of Voorheesville. Plaintiff's parent corporation was the developer of Salem Hills. Defendants are the Village of Voorheesville and the Village Board.
