Joseph L. McCoy, the appellee, was injured while working for the City of Salisbury, appellant, and he subsequently filed a claim for benefits under the Maryland Workmen's Compensation Act.1 After a hearing the Workmen's Compensation Commission found that the appellee did not sustain an accidental injury arising out of and in the course of his employment.
