This case is an aftermath of Storm Larry, a blizzard that led the governor of the state on February 7 and 8, 1978, to impose a state-wide driving ban. Because of that driving ban, the defendant employer, United Technologies, closed its Pratt & Whitney Aircraft plant, and the plaintiffclaimant, Robert Burnham, was unable to report to work.
