In May of 1973 the appellant, Carol Mauck, was hired to act as cashier for the City of Martinsburg. In February 1976 appellee Eugene Dunworth, Jr., city manager of the City of Martinsburg, suspended the appellant from employment pending an investigation of missing funds.
