In this zoning appeal by the board of Supervisors of Middletown Township, we are asked to determine whether or not the township zoning hearing board committed an abuse of discretion or an error of law in granting a variance to intervenors Andrew Oser and Janet Oser. After reviewing of the record of the board's proceedings without receiving additional evidence, we hold that the board committed an error of law and reverse its decision...
