Plaintiff Calvin Finch appeals from an order of the Ramsey County District Court, dated March 21, 1980, insofar as it dismissed his cause of action for unfair labor practices under the Public Employees' Labor Relations Act (PELRA), Minn.Stat. §§ 179.61 to 179.76 (1980), and held that the standard of conduct by which qualified immunity is measured would be determined by state law in a trial of his cause of action under 42 U.S.C. § 1983...
