On 26 July 1979, the appellee, Board of County Commissioners of Cecil County (County Commissioners), enacted a zoning ordinance applicable to the unincorporated areas of Cecil County, Maryland, and adopted a zoning map applicable to those areas that amended the zoning map of Cecil County, originally enacted in 1962.
