On January 31, 1978, Kenneth Jones, a passenger in a car owned by the Yakima Indian Nation and driven by Leonard Rabanal, was allegedly injured in a single-car accident. He submitted a claim to Guaranty National Insurance Company, the insurance carrier for the Confederated Tribes and Bands of the Yakima Indian Nation.
