Plaintiff Richard F. Burke brought this declaratory judgment action against the Board of Trustees of the Police Retirement System of Sioux City to determine his eligibility for annual pension readjustments under chapter 411, The Code. While granting Burke a pension, the Board refused to allow him the annual readjustments.
