These cases are before the court as appeals of right.

This is the second appeal to this court in which the major issues presented are the applicability of R. C. Chapter 124, the civil service law of Ohio, to these nonteaching employees of a city school district and, if applicable, which civil service commission, or commissions, of the school district would be charged with carrying out the mandates of this chapter of law.
