In June 1979, Copley Memorial Hospital (Hospital) petitioned the City of Aurora (City) for a special-use permit to develop a parking lot on the subject property, consisting of eight contiguous parcels on the west side of Lincoln Avenue in Aurora. The hospital, located across the street on the east side of Lincoln Avenue, had either bought or obtained options on the parcels in 1978...
