On January 30, 1976, a reporter from the Manchester Journal Inquirer sought access to the department of revenue service's1 lists of sales tax delinquents. When access was denied, the Journal Inquirer appealed to the freedom of information commission (FOIC). After a hearing, the FOIC concluded that the sales tax delinquent lists were public records which were not exempt from disclosure...
