The issue in this case is whether the New Britain city charter gave to the civil service commission the authority to hear appeals from discharges in the nature of layoffs arising out of the city's financial crisis. The plaintiffs, non-probationary city employees, sued the city of New

Britain and its mayor, Matthew J. Avitable, for an order of mandamus reinstating them in their positions after the commission...
