The petitioner, William H. Replogle, challenges a decision of the State Civil Service Commission (Commission) which upheld his furlough by the Department of Transportation (Department).

On June 30, 1978, the petitioner was furloughed by the Department from his position as a civil engineer, and he filed a timely appeal of that action to the Commission on July 5, 1978. By letter dated May 30, 1979, the Commission notified...
