On July 28, 1970, the Board of Estimate granted Teleprompter Corporation and its subsidiary Teleprompter Manhattan CATV Corp. (hereinafter Teleprompter) a 20-year "franchise and right to install, operate and maintain" a community antenna television system (CATV) in two districts in upper Manhattan subject to the terms and conditions in an accompanying franchise contract.
