Appellant negotiated and entered into a consent agreement with the City of Atlanta relating to citations which he had received charging him with numerous violations of the Atlanta Housing Code. Under the terms of the agreement, appellant's nole contendere plea would be unopposed by the City and appellant agreed to pay fines on, or in some cases demolish, the properties alleged to be in violation of the housing code.
