The issue confronting us on this appeal is whether L. 1980, c. 147, effective November 22, 1980, increased the term of the incumbent Paramus Borough Clerk from one year to three years.

The facts are not in dispute. Prior to November 22, 1980 N.J.S.A. 40A:9-133 provided that the term of office of a municipal clerk was three years, "[u]nless otherwise provided by law." Similarly...
