Defendant appeals his jury convictions for selling unregistered securities, conspiring to sell unregistered securities, committing securities fraud and conspiring to commit securities fraud.

The issues are: (1) whether the district attorney was barred from prosecuting defendant, because the Oregon Corporation Commissioner had obtained defendant's consent to an administrative cease and desist order by promising to discontinue his investigation...
