Plaintiff William Chavis, an inmate at the Menard Correctional Center, filed suit under 42 U.S.C. § 1983 seeking monetary damages, injunctive and declaratory relief against certain officials of the Illinois Department of Corrections who allegedly violated his Eighth and Fourteenth Amendment rights.
