This is an action challenging the proposed Westside Highway Project, known as "Westway." The action is brought under the Clean Air Act, 42 U.S.C. § 7401 et seq., the National Environmental Policy Act, ("NEPA"), 42 U.S.C. § 4321 et seq., and other provisions of federal and New York state law.
