The matter before the Court is a motion for summary judgment filed by Texaco Inc. ("Texaco") on the question of whether the barge known as the REDFISH is a "vessel." The plaintiff, Cecil Edgar Smith, was employed by Oil Field Maintenance Service, Inc. as a mechanic aboard Texaco's compressor barge REDFISH.
