ALEXANDER HARVEY, II, District Judge:

Presently before the Court in this civil action are cross-motions for summary judgment. Plaintiffs are the Baltimore Chapter of ISKCON (the International Society for Krishna Consciousness), Inc., a religious organization, and Charles Pfeiffer, its President. Plaintiffs have brought this action under 42 U.S.C. § 1983, challenging on their face the constitutionality of certain Baltimore City public park regulations...
