This is an appeal by the plaintiffs, Davis and Brailey, of an attorney's fees award in their favor as the prevailing parties under the Civil Rights Attorney's Fees Awards Act of 1976, 42 U.S.C. § 1988. After obtaining a consent decree in a § 1983 civil rights action against the defendant, the City of Abbeville, the plaintiffs sought an attorney's fees award under § 1988.
